After the preferred location has been selected, the applicant signs the Declaration of Intent which is the first basis for planning for Freie Scholle. When enough people have signed the Declaration of Intent, the applicant makes a down-payment of 1000 ECU. This down-payment will be used to purchase the amount of land required.
